From what I know, Jin Jeung (War Palm) is a set that Lam Sai Wing picked up from his ancestors (with roots to Gee Sim, or Siulum Jing Jung) and was re-choreographed by himself and was taught to officers or anyone who was part of the neighbourhood watch (Mun Tuen).
Some of his students eventually learned the set from him. Some, such as the Chius, further modified the set and included techniques that they learned prior to training with Lam Sai Wing. The Chius called their modified set Chum Sum Jeung (Heart Penetrating Palm). Chum Sum Jeung seems longer and more aggressive than War Palm to me. I've also heard that Chum Sum Jeung might have been choreographed as a performance version of War Palm.
The form that Wing Lam demonstrated is called Jin Sau/Jeung (Arrow Hands), a shortened version of the Heart Penetrating Palm which is taught to beginners.
So to sum everything up, there's the original Jin Jeung, the modified Jin Jeung by Lam Sai Wing, Heart Penetrating Palm by the Chius, Arrow hands, and other unknown modified versions.
Without a doubt, some of the techniques in War Palm resembles that of Wing Chun, except done in a horse instead of a pinch stance.
