I offer these two contrasting concepts for perspective...
First, "Effete":

1. Depleted of vitality, force, or effectiveness; exhausted: the final, effete period of the baroque style.
2. Marked by self-indulgence, triviality, or decadence: an effete group of self-professed intellectuals.
3. Overrefined; effeminate.
4. No longer productive; infertile.

And now, "Elite":
e-lite
1. A group or class of persons or a member of such a group or class, enjoying superior intellectual, social, or economic status: "In addition to notions of social equality there was much emphasis on the role of elites and of heroes within them".
2. The best or most skilled members of a group.
